Upon the execution of the contract between Sumter County (County) and the Florida Department of Environmental Protection (FDEP) regarding the Florida Organics Recycling Center for Excellence (FORCE), the County, pursuant to this agreement, must submit to the FDEP an annual Operating Plan for the FORCE project.

The Operating Plan provides the FDEP with the performance criteria for the project and is intended to be a working document. Based on the contract, the County understands that compliance with the criteria will be utilized by the FDEP to evaluate the project's satisfactory performance. The Operating Plan describes the tasks for a specific year of the project.
